What a Los Angeles homeowner can actually claim right now

Every figure on this page was checked against the agency that pays it, on the date above. We have also listed the programs that have closed, because a great deal of advertising still quotes them.

The federal credits are gone

The federal 25C and 25D tax credits ended for work placed in service after December 31, 2025, and the EV charger credit ended on June 30, 2026. If a contractor quotes you a $3,200 federal credit or a 30% solar credit on a job starting today, that is not a mistake you want to find out about at tax time. The live money in Los Angeles is now almost entirely LADWP, SoCalGas and the water agencies.

Heat pump HVAC

Up to $2,500 per ton

Exact amount depends on the SEER2 and HSPF2 rating of the equipment. Requires a final approved LADBS permit.

Heat pump water heater

Up to $2,500 per unit

Amount depends on tank capacity and UEF rating. Requires a final approved permit.

High-efficiency air conditioning

$100 to $120 per ton

For non-heat-pump systems. $100 per ton at 15.2 SEER2, $120 per ton at 16.0 SEER2 or better.

Cool roof

$0.20 to $0.60 per square foot

Low-slope roofs need an SRI of 78 for the lower tier and 85 for the higher. Steep-slope roofs need SRI 20 and 35. The Los Angeles Green Building Code already requires the lower tier on most reroofs.

Attic insulation

$0.50 per square foot

For insulation above R-19, or $0.30 per square foot at R-19 or below. The home must have air conditioning. One rebate per residence per fifteen years.

ENERGY STAR windows

$2.00 per square foot

Replacement windows only. U-factor 0.30 or lower and SHGC 0.25 or lower.

Whole house fan

$200

Straightforward, and one of the cheapest ways to cool a Valley house at night.

EV charger

Up to $1,000

Up to $1,500 for customers on Lifeline or EZ-SAVE, plus $250 for a dedicated EV meter.

Turf replacement

$5.00 per square foot

Capped at $25,000 or 5,000 square feet, with a 250 square foot minimum. Requires three plants per 100 square feet, a stormwater retention feature and conversion to drip irrigation. Synthetic turf does not qualify. You must be approved before removing any grass, and there is no exception to that.

LADWP technicians perform an energy assessment and install efficiency measures directly. One per property.

Tankless water heater

$80 to $1,500

Tiered by UEF rating. $900 at 0.87 to 0.94, $1,100 at 0.95, $1,300 at 0.96 to 0.97 and $1,500 at 0.98 or above. Must replace a storage tank unit in a single-family detached home. Proof of permit closure required.

Storage water heater

$300 to $575

Tiered by UEF rating, for units of 20 to 55 gallons rated at 75 MBtuh or less. Cannot be purchased from statewide retailers.

High-efficiency furnace

$1.40 to $25 per kBtuh

By AFUE rating: $1.40 per kBtuh at 92 to 94% AFUE, $10 at 95 to 96%, and $25 at 97% or above. Proof of permit closure required.

Closed, despite what you may read elsewhere

Federal 25C Energy Efficient Home Improvement Credit. Ended for anything placed in service after December 31, 2025. This covered heat pumps, insulation, windows, doors and electrical panels, and it is the credit most contractor advertising still quotes.
Federal 25D Residential Clean Energy Credit. Ended for expenditures made after December 31, 2025. This was the 30% solar and battery credit. Unused credit from a 2025 installation can still be carried forward.
Federal EV charger credit (30C). Ended for property placed in service after June 30, 2026.
TECH Clean California. No longer accepting heat pump HVAC or heat pump water heater reservations.
HEEHRA single-family rebates. Fully reserved statewide as of February 24, 2026. New income-verification applications are not being accepted.
California Energy Smart Homes. Fully subscribed for 2026 as of April 20, 2026, and it never covered LADWP-electric homes in any case.

Coming to the San Fernando Valley

A new residential incentive program funded under AB 157 is due to launch in late summer 2026, covering 39 Valley ZIP codes from 91303 to 91436, including Northridge, Reseda, Canoga Park, Van Nuys, Winnetka, West Hills, Chatsworth, Granada Hills and Porter Ranch. It covers heat pump HVAC and heat pump water heaters, and for income-qualified households it may cover the full installation cost. Amounts have not been published yet, so we are not going to guess at them. Ask us about it when you call and we will tell you where it stands.

How we handle this for you

Most of these rebates are paid to you, not to us, and most require documents that only the contractor can produce. A final approved LADBS permit releases the LADWP HVAC, water heater, cool roof and window rebates. SoCalGas needs proof of permit closure on furnaces and water heaters. The turf rebate needs approval before a blade of grass is touched. We pull the permits, close them, fill in the forms and hand you a complete package. We do not charge separately for that and we do not take a cut of your rebate.
